Murray, you're right, but since I primarily ride motorcycles, I overlooked this point :) I would not recommend switching from off to low-beam.

This rules seems to be specifically the use of high-beam. Is there a similar rule for switching from Off to Low-beam? Unless that would be considered 'dazzling' and 219 applies (whatever dazzling means :) )

I would imagine that indeed you can plead not guilty to the improper use of vehicle lights only to explain that you crossed the double lines to overtake. Regardless of the outcome, you'd almost certainly be issued an infringement for crossing those lines (if I remember rightly, you must be avoiding an obstacle to legally cross unbroken lines - I'd have to look it up).

This is a big speculative, potentially ill-informed guess, however, I'm always keen to know of anyone prepared to take that kind of risk and the outcome, so if you do, keep us posted! :)

With regard to the flashing of vehicle lights, does this mean you probably can't get away with doing it if it's a stretch of road with double lines? (You can't legally be overtaking)
